COP 17: Durban has come and gone. The ‘ghosts’ of COPs past – spirits that disrupt, confuse and block negotiations – continued to haunt the Climate Change discussions. Perhaps we should request for some form of multilateral ‘exorcism’ to be performed in preparation for a more fruitful COP 18: Qatar.
